Postal Life Insurance (PLI) Vs LIC - Which is best?

Do you know your Post Office also offers Life Insurance? Even if you know then there is a huge confusion among buyers like whether to buy with the Post Office or with LIC, because the Government of India backs both. Hence, let us see which is best for whom.

What is PLI (Postal Life Insurance)?
PLI (Postal Life Insurance) is exactly like any Life Insurance company, for example LIC or ICICI Pru Life Insurance. The only difference is, it is run and managed by Post Office. PLI currently offers only traditional plans. Therefore, no term insurance or ULIPs.

How many types of policies PLI (Postal Life Insurance) offers?
Currently PLI offers below mentioned traditional endowment products.

1) Whole Life Assurance Policy (Suraksha).
This is exactly like LIC’s Whole Life Policy. The nominee will receive the accrued bonus and sum assured after the death of the policyholder. Minimum age at entry is 19 Yrs and maximum is 55 Yrs. Minimum Sum assured is Rs.20, 000 and maximum Sum Assured is Rs.10, 00,000.

2) Endowment Assurance (Santosh).
This is a typical endowment plan where a policyholder gets sum assured along with bonus if he survive until the maturity period. In case of his death during the policy period, then his nominee will receive the sum assured along with accrued bonus. Eligibility criteria are same as that of Whole Life Assurance Policy (Suraksha).

3) Convertible Whole Life Assurance (Suvidha).
This plan is exactly like Endowment Assurance. The only difference is, if you don’t convert this policy to Endowment Assurance then it is treated as Whole Life Assurance plan.

4) Anticipated Endowment Assurance (Santosh).
This is typical money back endowment plan, where the maximum sum assured is restricted to Rs.5, 00,000. In this category, PLI offers two types of plans. One is 15 yrs and other is a 20 yr term.

5) Joint Life Assurance (Yugal Suraksha).
You can buy this policy with your spouse as co-insured. To avail this facility one the spouse must be eligible to buy PLI. Life Insurance coverage is for both husband and wife to the sum assured you bought. The maximum sum assured is Rs.1, 00,000.

6) Scheme for physically handicapped persons.
This plan is uniquely designed for handicapped persons. Based on the condition of handicap, premium raised or increased. Rest of plan features are exactly like the others.

7) Children Policy
PLI started to offer child policy from 2006. Few features are listed below.
  • It mainly covers the life insurance of children.
  • Maximum two children can be insured in a family.
  • Children between 5 Yrs to 20 Yrs are eligible for this plan.
  • Maximum Sum Assured is Rs.1,00,000.
  •  Premium waiver benefit in case of main policy holder dies.
  • In case of death of children, then sum assured along with bonus be payable to main policy holder.
  • Responsibility of premium payment rest with main policy holder.

So what is the difference between PLI and LIC?
  • Eligibility-To buy PLI you must be employee of the Central and State Governments, Central and State Public Sector Undertakings, Universities, Government aided Educational institutions, Nationalized Banks, Local bodies, etc. PLI also extends the facility of insurance to the  officers and staff of the Defense services and Para-Military forces. Where as LIC offers it’s plans to all citizens of India. So when it comes to flexibility to buy then LIC holds edge than PLI.
  • Plans offered-There is no such difference. Because LIC and PLI mostly dependent on traditional endowment type of Life Insurance Plans. But along with that LIC offers term insurance (recently LIC launched online term insurance), which is not at all touched by PLI.
  • Premium Rate-When compare to LIC or any private insurers, PLI offers cheap premium. So this is a most advantage of buying endowment plans with PLI than with LIC.
  • Bonus Rate-Bonus offered by PLI is in the range of 7% or more. Whereas currently LIC offers a bonus rate of around 4% to 5%.
  • Where to buy-In case of PLI, you have to visit to the Post Office where these schemes are offered. Whereas in case of LIC, you will easily get agents. These agents can come to your doorstep and offer the service. Along with that recently LIC launched an online buying also (restricted to online term plan and pension plan). Therefore, in case of buying LIC offers more flexibility than PLI.
  • Age Limit-PLI offers insurance to the age group of 19-55 yrs. Where as in LIC you can get the insurance coverage up to 75 yrs (not in all policies).
  • Maximum Sum Assured-PLI offers you the maximum sum assured of Rs.50 Lakh. Whereas, LIC offers an unlimited maximum sum assured.
  • Premium Payment-You need to visit the Post Office to pay the premium dues. However, in case of LIC, you can pay it in branch, collection points or through online.
  • Tax benefits-Both PLI and LIC offer same tax benefit for deduction under Sec.80C.
Considering all these features and differentiation between PLI and LIC, I feel PLI is still in olden days. Because it offers less insurance coverage, entry is restricted to only few, service issues, no term insurance and age limit. Whereas only two positive points that attract you towards PLI are lesser premium and higher bonus.
Whether it is prudent to buy endowment plans from PLI?

Even though PLI offers you higher return and lower premium compare to LIC and other private insurers, the returns in the long run may erode drastically if you consider the inflation. Along with that, you will be under insured due to restricted maximum insurance limit. Post Offices still not customer friendly. So you may face service issues and claim settlement issues.(now improved)

Subject: Grant of 90% medical advance for all treatments (IPD and OPD) under CGHS and CS(MA) Rules, 1944.

The undersigned is directed to refer to O.M.NO.S. 14025/7/94-MS dated 15.05.1996, and OM No.S.12025/1/96-CGHS(P) dated 1305.1997 provisioning, inter-alia, grant of advance upto 90% in case of major illness like by-pass surgery, Kidney transplant, major cancer treatment, etc.

2. During the meeting held on 25.03.2015, National Council (Staff Side) requested this Ministry to make provisions for grant of 90% advance of the estimated cost for all treatments for serving Central Government employees, irrespective of major or minor diseases.

3. The matter was examined in the Ministry. Considering that the basic purpose of grant of advance for treatment of any disease is to provide relief to a Government employee from facing hardship, it has been decided with the approval of the competent authority that serving CS(MA) and CGHS beneficiaries may be granted 90% medical advance of the approved CGHS package rates for all indoor treatments, irrespective of major or minor diseases, on receipt of a certificate from the treating physician of a Government/recognized hospital as per the guidelines given in the OM No.S.14025/7/94-MS dated 15.05.1996 and OM No.S-11016/1/92-CGHS(P) dated 29.10.1992 for CS(MA) and CGHS beneficiaries respectively.

4. For out-door treatment, it has also been decided that advance may be limited to 90% of the total estimated expenditure of the treatment, subject to the condition that the advance for OPD treatment may only be granted when the total estimate of expenditure for OPD treatment including tests/investigations is more than Rs.10,000/-.

5. The advance should be released within 10 days on receipt of the request for advance by the administrative Department/Ministry/office in order to avoid inconvenience to the employees.

6. The OM No.S.12025/1/96-CGHS(P) dated 13.05.1997 stands withdrawn from the date of issue of this O.M.

As per the Symantec Antivirus deployment procedure, Symantec AV GUP (Group Update Provider) has to be configured and updated in locations where System count is more than 10 to minimize the High bandwidth utilization by AV definition updates. But it is seen that in some locations GUP is not configured/updated. 
Hence it is requested to kindly issue suitable instructions to all the System Administrators and Divisional Heads concerned for immediate configuration/updation of GUP for saving & optimum utilization of BANDWIDTH, which will result in better connectivity speeds in the locations. 
In case of any issues, separate tickets may be raised with TCS for each location. The email ID for raising tickets with TCS, in case of any issues in updation: 

Column 'J' of the attached file may be referred to and basic troubleshooting like low disk space, connectivity etc..may be done for the GUP system entries "#NA" against definition version and tickets may be raised with TCS in case of any issues.

Check list to update the GUP Server / Desktop 

  1. If your office is having system count 10 and above,
  2. Know the registered GUP server and its IP address of your office.
  3. If not registered, share the IP address of latest new system to TCS ( for registering it as GUP through concerned Division/Region.
  4. Ensure that the identified GUP Server is kept ON for 24x7. Since other systems are depending on this GUP system for Antivirus updates, do not shutdown GUP system.
  5. Daily check the status of your GUP server as below –
  6. Click on Symantec Icon, i.e present on right corner of task bar. 
  7. Symantec window will open and see the status –
  8. If the status is in green and having message “ Your Computer is Protected “ – means that the GUP server is running ok.
  9. If the status is not in green, then there will be some issue which needs your immediate attention as below -
  10. Click on HELP button provided at the top right hand corner of Symantec window.
  11. Click on Troubleshooting Option. 
  12. Management window will open after clicking on Troubleshooting option, See the status of server in this window.
  13. If in front of server, Offline is written it means there is no connectivity between management server and the GUPmachine. But if some particular I.P address is written in front of server, it means Client machine is connected with the server. 
  14. In case of Offline status Please use the below link to reconnect with the server. 

Please download the above zip file, extract it and Double click on SylinkDrop.exe The connection will be re-established.



Steps need to be taken if Symantec client is taking AV definition updates from SEPM server but not from configured GUP server. 

Step1: To confirm whether configured GUP is actually acting as GUP server, please open “command prompt” in GUP server. Type “telnet localhost 2967”, output should be a blank screen with cursor blinking on left corner as shown in below figure. This test confirm the proper functionality of GUP server 
Step2: Ensure that locally configured GUP is having lastest AV definitions. 
Step3: Go to client system, open “command prompt”. Type “telnet GUP_IP 2967”. Output should be a blank screen with cursor blinking on left corner. This confirms that client machine is able to communicate with GUP server successfully. 

Step4: Check client logs, as shown in below mentioned screenshots 

Step5: Under “Summary” column, please check for the logs stating the downloading of contents from SEPM server or from GUP server. 

Above mentioned steps confirms if the Symantec client is able to download AV definition update from GUP server, SEPM server or from LiveUpdate session.

CASE 1 : If Step1and Step2 are successfully and Step3 is not successful, in such case, SA needs to check for local network issues within the LAN/contact NI as AV client is not able successfully communicate with GUP server. Once clients are able to communicate with GUP server, they will download AV definition from GUP only.

CASE 2 : If Step1, Step2, Step3 are successfully and Step4 confirms the AV definition happens from SEPM server or by Live Update session, then SA needs to communicate with TCS helpdesk team on or can call on 011-66076729.

Misuse of RTI by employees of Public authorities be considered as ‘misconduct’: CIC

Taking serious note of misuse of RTI, the Central Information Commission has observed that such misuse by the employees of Public authorities shall be considered as an item of misconduct that invite disciplinary action.

The observation was made by Information Commissioner Prof. M. Sridhar Acharyulu who was hearing an appeal filed by an employee of Ambedkar Polytechnic. He had sought wide range of information about colleagues and Principal and even of the officers who were supposed to inquire into complaints filed against him. 

Perusing his RTI application, the commission observed "The public authority is scared of appellant as he has already filed number of complaints, grievance representations, RTI applications, almost chocking entire administration."

The commission also observed that appellant had video graphed a lecture of his lady colleague in the class room without permission and put it on social media with reckless allegations. The Commission further observed “he is undoubtedly a misuser of every mechanism and bent upon harassing everyone who does not yield to his wishes. He is a potential threat to peace in the institution and also privacy of colleagues. Whole college is scared of him. He asked for certified copies of ‘integrity certificate’ of officers who are asked to inquire into allegations against him. This shows that he is not capable of working with other staff in public authority like this.” 

Dismissing his appeal, the commission issued following directions,

  • The public authority should proceed with disciplinary action against the appellant for his misuse of RTI which amounted to misconduct, before April 25, 2016. Every misuse of system like, misuse of PGMS, RTI and Social media shall be considered as an item of misconduct that invite disciplinary action. 
  • If the misusers of RTI involved in invading privacy by video recording and spreading false allegations through social media network, the head of the institute need to examine if it amounts to any offence under IPC or IT Act, and shall report to appropriate authorities including police. 
  • The public authority should inform the individual officers, if their rights are breached by misuse, they have a every right to complain as per law and public authority shall facilitate such action, if the misuse obstructs the normal course of functioning of the institute. 
  • The concerned authorities to take immediate action if the information given to appellant in this case is abused or spread in social media or elsewhere, and they shall not give any information to this appellant if files similar RTI requests. The public authority should take note that employees or colleagues like Ms.Tarika, Ms.Amita Dev have a right to seek compensation from public authorities if they ignore or neglect their privacy rights by indiscriminately giving information in the absence of public interest. It is pathetic to note that the PIO could not ascertain that there was no public interest in this case but appellant has malicious interests in harassing others or building pressure on authorities in self-interest. The authorities have a duty to protect other employees from such misusers. This kind of misuse to build up pressure against taking action on misconduct or to secure promotion should be treated as disqualification. 
  • The public authority should provide necessary training to the PIOs and other staff members to verify the nature of appellant and if they found him to be misuser, tell them not to give information like medical claims of third parties.
